2) Horse Management Facilities. On the same land, FOAL will build corrals and short-term holding facilities for wild horses gathered from local herds. These corrals could serve to aid the BLM in managing the wild horses, including sorting and treatment for mares with immuno-contraceptives. Auctions of animals put up for adoption may also take place at this facility. Cooperative use of FOAL's facility in this way could be a convenience for the BLM as well as a monetary saving for the taxpayer, by sharing the burdens now carried solely by the government.

3)  Cooperate with the BLM in managing the McCullough Peaks Wild Horse Herd
Management Area (HMA).  FOAL has taken the lead in developing the McCullough Peaks Herd Management Area (HMA) Water and Healthy Rangelands Project (please see our Activities page).  FOAL has offered to help the BLM with its costs in administering fertile-immunizations (contraceptives) to reduce the number of foals born each year.  FOAL will continue to cooperate with the BLM in their wild horse adoption program.  FOAL will attempt to buy down grazing permits, if and when they become available.  If FOAL is successful in obtaining some of the grazing permits, those permits will then be relinquished to the BLM in
order to free up more habitat for wild horses and other wildlife. Overall, FOAL's actions are intended to:
